Beneficiary Surveys & Performance Improvement Programmes

The World Bank, British ODA and the Government of Ghana, in its bid to introduce efficiency in the Civil Service Performance Improvement Programme (CSPIP), invited JYA as one of few key management consultancy firms to facilitate the process.  JYA conducted beneficiary surveys and trained Capacity Development Teams for the Office of The Head of Civil Service in the following public sector institutions with the view to improving service delivery and performance orientation:

    • Ministry of Roads and Highways;
    • Department of Urban Roads;
    • Department of Feeder Roads;
    • Akwapim South District Assembly;
    • New Juaben Municipal Assembly;
    • Adansi East District Assembly;
    • Adansi West District Assembly;
    • Office of the President; and
    • Tolon Kumbungu District Assembly.

 

  • Conducted a survey for the Ghana Urban Water Supply Study on Ability and Willingness to Pay, Demand and Cost Recovery on behalf of the DFID, and the Government of Ghana.
  • Commissioned by the United Nations Economic Commission for Africa, JYA consultants launched a survey in twelve countries in West Africa to determine the consumption patterns and supply potential of electricity grid interconnection in West Africa. JYA prepared the economic component for electricity grid inter-connection in West Africa. The report included an economic profile for each of the twelve countries, demand and supply projections for electricity in all twelve countries, financial and economic projections for fifteen years and determination of long-run marginal costs for different supply and demand scenarios.
  • JYA was commissioned by the UNDP project for developing the capacity of local consultancy firms in Ghana, to study the market for consultancy services in Ghana.
  • JYA reviewed the operations (facilities, personnel, area of expertise, and fee structure) of fifteen consulting firms to determine the supply situation in the country, interviewed a sample of fifty public and private sector firms, NGOs, donor agencies, etc. to ascertain the demand for consultancy services in Ghana.
  • JYA prepared a report detailing out the extent of the market – supply and demand, fees structure, projection of demand and supply, as well as determining the optimal requirement of facilities for a model consultancy firm.

Under the National Institutional Renewal Programme (NIRP), JYA is a member of the Innovative Services team that prepared the policy guidelines, as well as the organization and management re-engineering plan for the partial commercialization of the Forest Research Institute and Oil Palm Research Institute (OPRI)
